This standard establishes compulsory requirements for the labelling and chemical composition of garments and textiles.

Garments

This standard applies to the following types of garments:

  1. all types of garments, whether made of textile, plastics, plastics-coated fabric, suede, grain leather, furs or any combination of these materials, and including the following
    • school uniforms;
    • hosiery;
    • neckwear;
    • headgear;
    • fashion gloves, mittens and mitts;
    • cloth diapers;
    • swim wear;
    • waterproof rain wear; and

This standard does not apply to bespoke garments, personal protective wear and footwear.

Textiles

This standard applies to the following textiles:

    This Publicly Available Specification (PAS) outlines minimum requirements for performance, labelling, construction and testing of non-medical face masks. These non-medical face masks are intended to reduce the risk of general transmission of infectious agents but do not fall under the ambit of personal protective equipment (PPE).

    It covers non-medical face masks made out of paper, plastic, fabric or any other materials (synthetic or natural) that are disposable or reusable. It also applies to non-medical face masks that are stitched or bonded by any other methods.

    This PAS does not apply to the following types of face masks:

    1. folded without stitching;
    2. medical; and
    3. elastomeric particulate respirators.

    The PAS does not address flame resistance, high-heat, electrical arc or related hazards.

    e) articles used for stuffing, filling, padding, threads and cordage; and
    f) the description of textiles used in advertisement.

    The standard does not apply to:
    a) the labelling of garments, hair pieces and all other items of wearing apparel, costumes, accessories and fents;
    b) a textile product that is sold to a government or statutory agency or to an educational or religious institution, where the purchaser has specified the textile or fibres to be supplied;
    c) any textile article sold with a clear indication that it is a remnant, irregular, second, reject, damaged or secondhand;
    d) thread packaged for industrial users ; and
    e) textile products sold to any individual or any organization under a contractual agreement.
